Government action to determine next course of agitation by Bargari Morcha
Chandigarh, December 20: While the parallel Akal Takht Jathedar Jagtar Singh Hawara has intervened to cool down tempers, the next phase of agitation by Bargari Insaaf Morcha would depend upon the action taken by the Punjab government against culprits associated with Dera Sacha Sauda who played the key role in instigating sacrilege of Guru Granth Sahib in 2015.
They are besides those who have already been arrested by the special investigation team that took over the investigation in 2015 but produced results only after the change of government in 2017 Assembly elections. Further investigation seems to have suddenly slowed down for some unexplained reasons.
The three accused whose names have surfaced during questioning by those who have already been arrested include Rakesh Dirba, Harsh Dhuri and Sandeep Bareta. Rakesh Dirba is in jail but in the case relating to violence in Panchkula on the day of arrest of Dera chief Gurmit Ram Rahim Singh following his conviction in the rape case. Even he has not been brought to Punjab on production warrant.
The Bargari Insaaf Morcha leaders maintain that the state government had assured them of fast track action before the agitation was suspended. Akal Takht acting parallel Jathedar Dhian Singh Mand had announced on the day the indefinite dharna at Bargari was lifted that the next phase of agitation would be launched shortly after due consultation.
The dharna was lifted following direct telephonic contact between Mand and Chief Minister Capt Amarinder Singh and as such the two ministers who represented the government at Bargari the day morcha was lifted has little role to play now.
The questioning of these three can unravel total conspiracy that was put into operation through them. Those who have already been arrested had executed the instructions conveyed by them.
The basic issue is as to who instructed them to carry out this design that was sacrilege of Guru Granth Sahib. The only person at the top was the Dera chief himself.
The investigation in the Maur bomb blast before the Assembly election too has pointed to the role of people associated with this Dera. The investigation in this case too has not made any progress since the name of the Dera surfaced.
These arrests are crucial to the investigation of sacrilege cases. The plot would be unearth in both these cases only after the arrest of these people.
One of the three demands on which the Bargari Morcha was launched was the arrest of the culprits responsible for sacrilege. However, this case is still to be taken to logical conclusion. This demand has only been partly met.
The second demand was action against police officials responsible for opening fire on Sikh protesters at Kotkapura and Behbal Kalan on October 14, 2015 in which two persons were killed. Four police officials were named in the FIR but they obtained stay against their arrest from Punjab and Haryana High Court. Action against them can be taken only after the stay is vacated.
The third demand was the release of Sikh political prisoners. The state government has extended the parole period to partly meet the demand and provide immediate relief.
Mand has summoned next meeting of Bargari leaders on January 10 giving enough time for the government to act. All the decisions would now be taken by a 5-member committee and not Mand alone. He was earlier consulting all the leaders associated with the agitation but the final decision making rested with him alone.
